West Bengal Ranks first in ‘foundational literacy index’, Bihar at bottom


West Bengal has topped the chart in the large states category on the 'Index on Foundational Literacy and Numeracy'

'Index on Foundational Literacy and Numeracy' is an indicator of literacy among children 10 years.

Four Categories of states in Index
Under the Index the regions have been divided into four categories: large states, small states, North East and Union Territories.

Organisation responsible for preparation of the index report
The report on ‘Index on Foundational Literacy & Numeracy’ was prepared by ‘Institute for Competitiveness’. It was released by chairman of Economic Advisory Council to the Prime Minister (EAC-PM), Bibek Debroy.

Key Findings of the report
• In the ‘large states’ category, Bihar is the worst performer on the index.
• In ‘small states’ category, Kerala ranks top.
• Jharkhand languished at the bottom among the small states.
• Kerala scored 67.95 in small state category while West Bengal scored 58.95 in large state category.
• Among Union Territories, Lakshadweep topped the index with score of 52.69.
• Mizoram topped the list in Northeast category, with score of 51.64.
• More than 50 per cent of the states scored below the national average of 28.05.

Worst Performers
• In Union Territory category, Ladakh came last.
• In North East Category, Arunachal Pradesh was listed at the bottom.

Index on Foundational Literacy & Numeracy
The ‘Index on Foundational Literacy and Numeracy’ establishes an understanding of overall state of Foundational Learning among children below ten years across states and Union territories in India. It has five pillars, comprising of 41 indicators. The five pillars include:

  1. Educational infrastructure
  2. Access to education
  3. Basic Health
  4. Learning outcomes and
  5. Governance.

Out of the five pillars, states have performed worse particularly in governance pillar.
