Tripartite MoU signed for swift development of modern Multi Modal Logistics Parks under Bharatmala project


Multi Modal Logistics Parks (MMLP): A tripartite agreement was recently signed by National Highways Logistics Management Limited (NHLML), Inland Waterways Authority of India (IWAI) and Rail Vikas Nigam Limited (RVNL) for swift development of modern Multi Modal Logistics Parks (MMLP).

Key Points:

  • The signing of tripartite agreement was witnessed by Road Transport and Highways Minister Nitin Gadkari, Minister of Ports, Shipping and Waterways Sarbananda Sonowal, and Minister of State for Road Transport and Highways V K Singh.
  • The MoU was signed under the Bharatmala Pariyojna across the country.

Objectives of MMLP:

The objective of the agreement is as follows:

  • To centralize freight consolidation and
  • To reduce logistics cost from 14% to less than 10% of GDP and
  • To improve the standards in the country at par with international standards

The MoU aspires to turn the MMLPs into a one-stop solution for cargo movements such as custom clearance, parking, maintenance of trucks, etc.

Key Points of MMLP:

MMLPs are designed to untie the cobweb of logistics movement and enliven the logistics sector to put the economy into the fast lane of growth.

  • MMLP will be a freight handling facility with rail and road accessibility.

It will have the following:

  • Container terminals,
  • Cargo terminals (bulk, break-bulk), Warehouses,
  • Cold storage,
  • Facilities for mechanized material handling, and
  • Value-added services such as -
  • Customs clearance with bonded storage yards, Quarantine zones,
  • Testing facilities and
  • Warehousing management services, etc. along with other associated facilities.
  • To provide seamless modal shift, MMLPs will ensure that cargo is swapped or shifted from and to Waterways, Dedicated Freight Corridors, and Road Transport.
  • They will adopt technology-driven freight management systems.
  • They will provide value-added services such as packaging, repackaging and labelling.

Significance:

  • The MMLPs will help in boosting the efficiency of freight movement in the country.
  • It will also increase the warehouse capacity of the country.
  • It will help building the Nation through Gati Shakti.

About:

The NHLML is a Special Purpose Vehicle (SPV) of National Highway Authority (NHAI) of Ministry of Road Transport & Highways.

The IWAI is a statutory authority under Ministry of Ports, Shipping & Waterways.

The RVNL is a wholly owned Public Sector Enterprise under Ministry of Railways.
