On December 25, 2021, Union home minister Amit Shah released the Good Governance Index 2021 on Good Governance Day. The index has been prepared by Department of Administrative Reforms and Public Grievances (DARPG).
Key Points
• While Gujarat topped the composite ranking in the Good Governance Index 2021, followed by Maharashtra and Goa, Delhi topped the Union territories category composite ranking.
• The “Good Governance Index 2020-21” has been prepared by Department of Administrative Reforms and Public Grievances (DARPG).
• 25th December is celebrated as Good Governance Day marking the occasion of former Prime Minister, Atal Bihari Vajpayee’s birth anniversary.
• While Gujarat registered an increase of 12.3%, Goa registered 24.7% increase over the indicators shown by these states in 2019.
• Uttar Pradesh has recorded an incremental growth of 8.9 % over 2019 Good Governance Index (GGI) indicators. When it comes to sectors, the state has secured top position in Commerce & Industry sector.
• In Good Governance Index 2021, 20 states have improved their composite GGI scores.
Northeast and Hill States category
In the North-East and Hill States category, Mizoram and Jammu and Kashmir have registered an overall increase of 10.4% and 3.7% respectively over GGI 2019. Mizoram has performed strongly in commerce and industry, human resource development, public health and economic governance.
Jammu & Kashmir has performed strongly in commerce & industry sector and has improved its scores in agriculture & allied sector, public infrastructure and utilities
Union territory Category
When it comes to the Union Territories category, Delhi topped the composite rank registering a 14 percent increase over the GGI 2019 indicators. Delhi has performed strongly in agriculture & allied sectors, commerce & industry, public infrastructure and utilities and social welfare & development.
Good Governance Index 2021
Good Governance Index, GGI 2021 Framework has covered 10 sectors and 58 indicators.
GGI is a comprehensive and implementable framework to assess the State of Governance across the States and UTs which enables ranking of States/Districts. The objective of GGI is to create a tool that can be used uniformly across the States to assess the impact of various interventions taken up by the Central and State Governments including UTs.
