DESH-Stack e-portal announced by Finance Minister to boost skill development


DESH-Stack e-portal: Finance Minister Nirmala Sitharaman during her budget speech announced to set up an advanced skill and business ecosystem e-portal known as DESH STACK e-portal.

(DESH stands for Digital Ecosystem for Skilling and Livelihood)

The Union Budget was presented in Parliament by Smt. Sitharaman on 1st February 2022.

Key Highlights:

  • The announcement of setting up a DESH-Stack online skilling platform and overall focus of Budget on skilling is being appreciated from the industry.
  • The reason being that the stakeholders have been highlighting widening skill gap across job market.
  • She also announced the setting up of a digital university to supply get world-class quality inclusive education to students over the nation with a customized learning involvement at their doorsteps.

About DESH-Stack e-portal:

  • DESH-Stack e-portal will be launched for empowering citizens to skill, upskill or re-skill through online training.
  • Apart from that, it will also provide API-based trusted skill credentials, payments and discovery layers and payment to find entrepreneurial opportunities and relevant jobs.
  • The portal will be aligned with industry requirements which will help in improving and strengthening education and skill ecosystem in India.

Significance of e-portal:

  • DESH-Stack e-portal and a world class digital University will be set up to upskill, reskill and cross-skill.
  • This move will place India as a global hub for talent.
  • This portal will act as a central database of learners signing up for vocational skills and certifications.
  • It will help in creating a continuous learning path for each learner.

Other Skilling Announcement:

Other skilling-related announcements include

  • Permitting world-class foreign universities and institutions in the GIFT City (Gujarat International Finance Tec-City) to offer courses in Financial Management, Science, Technology, Engineering, Mathematics and FinTech.
    • The institutions will be free from domestic regulations, except those by IFSCA, to facilitate availability of high-end human resources for financial services and technology
  • National Skill Qualification Framework (NSQF) will be aligned with dynamic industry needs.
    • Skilling programmes and partnership with the industry will be reoriented to promote continuous skilling avenues, sustainability, and employability.
    • This initiative will be further strengthened to launch various skill development courses in a select few Industrial Training Institutes.
  • 750 virtual labs in science and mathematics, as well as 75 skilling e-labs for a simulated learning environment, will be set up in 2022-23 to advance basic considering abilities and to allow space for inventiveness.
